Requires the Department of Legislative Services to include a family impact statement in every fiscal note for proposed legislation, indicating whether the bill may impact families in Maryland

Prohibits legislative committees from voting on a bill unless the family impact statement is attached to or included in the fiscal note

Defines "family" broadly to include spouses, biological/adopted/foster/stepchildren, parents, siblings, legal guardians, and legal wards united by biological or legal bonds

Family impact statements must specify the type and category of impact, including effects on marriage and family stability, marriage promotion, family formation, and family welfare

Effective date: October 1, 2025
