Extends Maryland Wage Payment and Collection Law restrictions on wage deductions to apply to governmental employers, who were previously exempt

Adds a new permissible deduction category allowing governmental units to deduct from public employee wages when expressly authorized in a compensation or benefit plan, such as supplemental retirement plans

Maintains existing permitted deductions: court orders, express written employee authorization, Commissioner-approved deductions where employee received full consideration, and deductions allowed by law or government regulation

Effective date: October 1, 2025
