Expands electric vehicle parking requirements to include multifamily residential buildings subject to the International Building Code, in addition to single-family homes, duplexes, and townhouses already covered by existing law

Requires new construction or significant renovations of housing units with separate garages, carports, or driveways to include at least one EVSE-installed parking space with Level 2 charging capability or one EV-ready parking space

Mandates that multifamily buildings with common use parking install at least one EVSE-installed parking space for every 25 residential units, plus escalating EV-ready space requirements: 10% of spaces by October 2025, 20% by January 2031, and 30% by January 2036

Defines "significant renovation" as electrical panel upgrades that increase capacity or parking upgrades involving repaving or trenching around parking spaces

Takes effect October 1, 2025, and preserves local authority to require more EV parking spaces than the state minimum
