Baltimore City Auditor must conduct an audit of the Department of Public Works' water services within 6 months after any water and sewer service charge increase

Required audit is in addition to any biennial audit already required under existing city charter provisions

Audit must include information on water usage, water leakage and broken pipes, and justification for the service charge increase

Adds new Section 16 to Article V (Comptroller) of the Charter of Baltimore City

Effective date: October 1, 2025
