State procurement contracts for construction or security services that are 3 years or longer in duration and valued at greater than $1,000,000 must include a clause requiring contract modification for equitable adjustment of increased compensation and benefit costs

Covered cost increases include those resulting from statutory changes that increase required compensation or benefits, or from collective bargaining agreements

Any contract modified under these new provisions is contingent on approval by the Board of Public Works

Amends Section 13-218(b) of the State Finance and Procurement Article of the Annotated Code of Maryland

Takes effect October 1, 2026
