Renames the "AIDS Prevention Sterile Needle and Syringe Exchange Pilot Program" to the "HIV Prevention Syringe Services Program" and updates terminology throughout, including changing "drug abuse" to "addiction" and "substance abuse" to "addiction treatment"

Expands program operations to allow syringe distribution "as needed" rather than strict one-for-one exchange, and authorizes mobile syringe services sites instead of fixed exchange locations

Reduces the oversight committee from up to 12 members to up to 10 members, eliminating the Baltimore City Police Department representative and reducing academic and state health department representatives from two each to one each

Streamlines data collection requirements by removing collection of participant occupation, types of drugs used, length of drug use, and frequency of injection, while adding requirement to send returned syringes to the Rapid Analysis of Drugs Program

Broadens immunity protections for program staff and participants by removing exceptions that previously limited immunity to activities within Baltimore City limits and prohibited redistribution of syringes; effective October 1, 2025
