Requires intake officers to file a mandatory "child in need of supervision" petition when a child under age 13 is alleged to have committed an act resulting in a victim's death

Requires law enforcement officers to forward complaints involving children under 13 whose alleged acts resulted in a death to the Department of Juvenile Services

Applies specifically to children under 13 years old, who cannot be charged as delinquents under Maryland's Juvenile Restoration Act

Amends Courts and Judicial Proceedings Article § 3–8A–10 and Criminal Procedure Article § 2–108

Takes effect October 1, 2025
