Establishes an 11-member Task Force to study student athlete name, image, and likeness (NIL) programs, including 2 senators, 2 delegates, 2 University of Maryland Athletic Department representatives, and 5 Governor-appointed experts in revenue sharing and NIL programs

Requires the Task Force to study how the House v. NCAA case settlement may affect revenue sharing programs at University of Maryland, College Park and other state universities

Task Force must also examine the future use of NIL programs for student athletes across Maryland

Maryland Higher Education Commission provides staff support; members serve without compensation but receive expense reimbursement under Standard State Travel Regulations

Final report with findings and recommendations due to four legislative committees by December 1, 2025; the Act takes effect July 1, 2025 and automatically sunsets on June 30, 2026
