Restricts emissions inspection facilities to failing vehicles only for specific, enumerated reasons rather than any reason at the inspector's discretion

Limits grounds for failing an emissions equipment and misfueling inspection to: required emissions equipment not being present, or the vehicle having been misfueled

Limits grounds for failing an exhaust emissions test to the vehicle not being in compliance with applicable emissions standards

Applies to facilities established or approved under § 23–303 of the Transportation Article
