Suspends all State taxes and fees on residential and commercial electric and gas utilities for a 60-day period beginning when the Act takes effect

Applies to taxes under Tax – General Article §§ 8–402, 8–402.1, 11–102, and 11–1A–02, as well as Public Utilities Article §§ 7–203 and 7–512.1

Requires the Comptroller to publicly announce the tax- and fee-free period

Entitles customers and public service companies to full refunds for any taxes or fees paid in error during the suspension period, with the Comptroller or utility company responsible for issuing refunds depending on who collected the payment

Designated as an emergency measure requiring three-fifths approval in both chambers, taking effect immediately upon enactment
