Establishes a Maternal Health Monitoring Pilot Program within the Maryland Department of Health to provide remote patient monitoring for pregnant and postpartum Medicaid recipients diagnosed with maternal hypertension or maternal diabetes

Requires the Department to select a managed care organization to administer the program and pay $2,000 per participant, with total payments capped at $600,000

Remote monitoring devices will track blood pressure, weight, blood glucose levels, and other health data during the second and third trimesters and up to 3 months postpartum

Technology vendor must employ a nursing team including a licensed nurse, dietitian-nutritionist, and certified diabetes care specialist to monitor data, coordinate urgent care, and provide health coaching

Pilot program operates during fiscal years 2026 and 2027, with a required $600,000 appropriation for FY 2027, a report due by October 1, 2027, and automatic sunset on June 30, 2028
