Authorizes the Board of Public Works to declare the federal government delinquent in funds owed to Maryland when the federal government fails to comply with court decisions upholding congressionally approved spending

Permits the Comptroller, in consultation with the Board of Public Works, to withhold State payments to the federal government up to the total amount of delinquent federal funds

Designated as an emergency bill requiring three-fifths approval from both chambers of the General Assembly, taking effect immediately upon enactment
