Department of Housing and Community Development authorized to issue loans in addition to grants for energy conservation projects and renewable energy systems in multifamily residential buildings housing low- to moderate-income households

Grants and loans cannot fund projects installing new fossil fuel equipment or improving efficiency of existing fossil fuel equipment

Governor required to include $5,000,000 appropriation in annual budget for fiscal years 2024-2026 to fund the grant and loan program

Department may count savings from all funding sources toward greenhouse gas emissions reduction targets, provided savings are achieved consistent with U.S. Department of Energy requirements or applicable energy savings requirements

Effective date: July 1, 2025
