Adds a new prohibition preventing covered officials from participating in fundraising events as featured guests, speakers, or in roles designed to boost attendance or contributions during legislative sessions

Applies to the Governor, Lieutenant Governor, Attorney General, Comptroller, State Treasurer, and General Assembly members

Exempts officials engaged in fundraising solely for federal or local offices they are candidates for, and permits depositing electronic contributions received before the session began

Designated as an emergency bill, taking effect immediately upon enactment with civil penalties for violations distributed to the Fair Campaign Financing Fund
