Defines "breeding stable" as an establishment where one or more horses are offered for sale to the public for breeding purposes or as products of breeding

Adds breeding stables to the definition of "horse establishment," subjecting them to licensure, inspection, and regulation by the Maryland Horse Industry Board

Breeding stables will join boarding stables, lesson/rental stables, and rescue/sanctuary stables as regulated horse establishments requiring a Board-issued license to operate

The Maryland Horse Industry Board gains authority to inspect breeding stables and may suspend or revoke licenses for violations including animal cruelty, unsanitary conditions, or failure to provide adequate food, water, and shelter
