Expands eligible projects under the Community Health and Safety Works Grant Program to include community or business district improvements, crime and violence intervention projects, and any other projects the Secretary identifies as recognized crime prevention strategies

Broadens eligible applicants to include governmental units of political subdivisions and institutions of higher education collaborating with local neighborhood associations, in addition to tax-exempt nonprofits

Removes minimum ($25,000-$75,000) and maximum ($50,000-$250,000) grant amount requirements, allowing the Department to determine grant amounts

Eliminates requirements for camera network projects to include monitoring plans and lists of camera locations, while retaining the requirement for license reader projects to show evidence of law enforcement partnerships

Authorizes the Community Health and Safety Works Grant Program Fund to cover administrative and operating expenses of the Department of Housing and Community Development in addition to grant funding
