Creates a new felony offense for knowingly stealing mail or packages delivered by USPS or private delivery services, punishable by up to 5 years imprisonment

Maintains the existing misdemeanor for opening another person's letter without permission, punishable by 6 days imprisonment and a $15 fine

Requires courts to promptly notify the United States Postmaster General of convictions involving USPS mail or packages under both offenses

Requires convicted offenders to pay administrative costs related to the Postmaster General notification

Takes effect October 1, 2025
