Establishes the Gun Violence Victim Relocation Program within the Victim Services Unit of the Governor's Office of Crime Prevention and Policy to help victims of gun violence relocate for safety reasons

Eligible individuals must be victims of gun violence in Maryland who either experienced violence near their home or live near a suspected perpetrator, and demonstrate a need to relocate for safety; suspected perpetrators are excluded from eligibility

Provides assistance including relocation to a safe location, financial support for moving expenses, security deposits, and rent, plus support services such as counseling, legal assistance, job training, and disability resources

Creates the Gun Violence Victim Relocation Program Fund as a special, nonlapsing fund with a required $10,000,000 appropriation for fiscal year 2027

Requires annual reports to the Governor and General Assembly beginning December 1, 2027, detailing program participation, services provided, and program effectiveness; effective date July 1, 2025
