Establishes tiered civil penalties for speed camera violations based on how much the driver exceeded the speed limit: $40 for 12-15 mph over, $70 for 16-19 mph over, $120 for 20-29 mph over, $230 for 30-39 mph over, and $425 for 40+ mph over

Replaces the previous flat penalty cap of $40 with the new graduated penalty structure

Speed monitoring systems only capture vehicles traveling at least 12 mph above the posted speed limit

Requires the State Highway Administration to convene a workgroup to study best practices for speed monitoring systems in school zones, with findings due to the Governor and General Assembly by December 1, 2025

Takes effect October 1, 2025
