Nonpublic schools participating in State-funded education programs are prohibited from refusing to issue transcripts to current or former students due to outstanding debts owed to the school

Schools cannot condition transcript issuance on debt payment, charge higher transcript fees for students with debts, or provide less favorable treatment of transcript requests based on debt status

"Debt" is defined as any money, obligation, claim, or sum owed by a student to a nonpublic school, but excludes fees charged for the actual cost of providing a transcript

Schools are prohibited from using transcript issuance as a debt collection tool
