Towing companies may now notify vehicle owners electronically through the Motor Vehicle Administration (MVA) using the owner's email address on file, instead of only by certified mail

If an owner does not respond within 7 days of electronic notification, the towing company must then send notice by certified mail with return receipt requested

Police departments taking custody of abandoned vehicles may similarly use electronic notice through the MVA to the last known registered owner, with certified mail required as backup if no response within 7 days

The MVA is required to adopt regulations establishing the electronic notification system for both parking lot tows and abandoned vehicles
