Merchants must provide a prepaid shipping label or refund full shipping costs when consumers return items that are damaged, faulty, or sent in error from retail sales

Shipping cost refunds must be issued within 30 days after the merchant receives the returned item in its original condition

Violations constitute unfair, abusive, or deceptive trade practices under the Maryland Consumer Protection Act, subject to enforcement and civil penalties under Title 13

The law applies to retail sales of consumer goods purchased for personal use or consumption, not for resale purposes
