Transfers oversight of the War Memorial Building from the War Memorial Commission to the Department of Veterans and Military Families, which must adopt regulations permitting maximum use by the public and patriotic organizations (with free use for patriotic organizations when possible)

Repeals the War Memorial Commission entirely (Sections 9-932 through 9-939 of State Government Article)

Designates legislative members of the Maryland Veterans Trust Fund Board of Trustees as nonvoting trustees (one House member appointed by the Speaker, one Senator appointed by the Senate President)

Restructures the Maryland Veterans Commission by replacing the 8 congressional district representatives with nonvoting members from each County Veteran Commission, and removes two defunct organizations (American Ex-Prisoners of War and Polish Legion of American Veterans) from the membership list

Allows removal of an organization's seat on the Veterans Commission if it fails to appoint a new commissioner for 2 continuous years; effective date is October 1, 2025
