Changes the timing for sending notices to permanent absentee ballot list voters from 75 days before ballot distribution to a window of 120-90 days before the election

Removes the requirement that notices only be sent to voters on the permanent absentee list as of 90 days before the election

Requires the State Board of Elections to attempt to contact voters using an alternative method if the voter's chosen contact method fails, removing the previous condition that required having other contact information on file

Voters on the permanent absentee list can choose to be contacted via nonforwardable mail, email, or text message before each election

Effective July 1, 2025
