Requires all 47 legislative districts to be subdivided into three single-member delegate districts, eliminating multi-member districts for House of Delegates elections

Creates a 188-member Legislative and Congressional Redistricting and Apportionment Convention elected by voters following each decennial census, with seats apportioned among counties by population (minimum 3 per county)

Transfers redistricting authority from the Governor and General Assembly to the elected Convention, which must adopt legislative and congressional district plans by October 1 of each year ending in 1

Allows the General Assembly to challenge a certified plan's legality by majority vote of both houses, requiring the Supreme Court of Maryland to rule within 30 days; plans become law 31 days after certification if unchallenged

Disqualifies current officeholders, candidates, lobbyists, political party employees, and their immediate family members from serving on the Convention, and bars Convention members from seeking legislative or congressional seats during the first term under the new maps
