Prohibits knowingly and intentionally opening mail addressed to another person without permission, punishable as a misdemeanor with up to 1 month imprisonment or $1,000 fine or both

Creates a new crime of mail theft (stealing one or more items of mail), punishable as a misdemeanor with up to 2 years imprisonment or $1,000 fine or both

Establishes enhanced penalties for mail theft committed using an "arrow key" (postal master key), making it a felony punishable by up to 5 years imprisonment or $5,000 fine or both

Criminalizes possession of an arrow key with intent to commit mail theft as a felony, punishable by up to 3 years imprisonment or $3,000 fine or both

Authorizes law enforcement to use facial recognition technology to investigate mail theft offenses under the new § 3-905.1
