Grants collective bargaining rights to graduate assistants at University System of Maryland institutions, Morgan State University, and St. Mary's College of Maryland

Defines "graduate assistant" as graduate students serving as teaching, administrative, or research assistants, fellows, or postdoctoral interns

Creates a separate bargaining unit specifically for eligible graduate assistants at each covered institution

Removes the previous exemption that excluded graduate students in teaching assistant, fellow, or postdoctoral intern positions from collective bargaining eligibility

Takes effect July 1, 2025
