Establishes the Maryland Assistive Technology Program within the Department of Disabilities to increase access to assistive technology devices and services for individuals with disabilities of all ages, including underrepresented populations

Creates statewide assistive technology lending libraries allowing individuals with disabilities to learn about, try, and borrow devices through short-term loans

Establishes the Assistive Technology Services Fund as a special, nonlapsing fund to receive revenue from program services including assessments, training, digital accessibility evaluations, and remediation services

Fund revenue supports program operations and purchase of assistive technology devices, with interest earnings credited back to the fund rather than the state General Fund

Does not establish an entitlement program; effective October 1, 2025
