Creates automatic liens against personal injury award net recoveries for child support arrears, with paying agents required to withhold funds up to the maximum lien amount and forward them to the Child Support Administration

Adds income protection for license suspension actions by prohibiting driver's license suspension for obligors earning less than 250% of federal poverty guidelines ($37,650/year) unless previously found voluntarily impoverished

Requires employers to report independent contractors to the Child Support Administration within 20 days of engagement, including Social Security numbers, compensation rates, and employer information, with penalties up to $500 for non-compliance
