Requires the Department of Public Safety and Correctional Services to conduct an annual study on the geographic location of individuals before and after incarceration in state correctional facilities, with reports due by October 1 each year starting in 2026

Study must include county of residence data as reported by individuals at intake and county of release following incarceration

Requires tracking of transfer timing for individuals moved between state correctional facilities prior to release, specifically the number of days before release that transfers occurred

Mandates comparison data showing how many individuals are released to: their county of residence prior to incarceration, the county where conviction occurred, or the county where they were incarcerated at release

Reports must be submitted to the Senate Judicial Proceedings Committee, Senate Budget and Taxation Committee, House Judiciary Committee, and House Appropriations Committee; effective October 1, 2025
