Expands the definition of "vulnerable individual" to include people lawfully operating or riding golf carts and unicycles on highways, shoulders, crosswalks, or sidewalks

Requires that causing serious physical injury or death to a vulnerable individual must result from operating a motor vehicle both negligently AND in violation of traffic laws (previously only required a traffic violation)

Increases penalties to include imprisonment not exceeding 2 months and/or a fine not exceeding $2,000 for convictions

Courts may additionally order convicted individuals to participate in a motor vehicle safety course and perform up to 150 hours of community service

Driver's license suspension of at least 7 days but not more than 6 months is mandatory for those convicted; effective date is October 1, 2025
