Application periods to fill Senator or Delegate vacancies must be open for at least 7 days with public notice including meeting times, locations, and application procedures

All applications must be posted online promptly after the deadline and remain posted for at least 30 days after the central committee votes

Central committees must hold public meetings to interview applicants, with all meetings announced at least 3 days in advance and open to the public

Votes to fill vacancies must be by roll call or signed ballot in a public meeting

Central committee members who apply for the vacancy must recuse themselves from administering the process and voting
