Expands Bay Restoration Fund authorized uses to cover costs of connecting properties in low-income areas using on-site sewage disposal systems (septic systems) to existing municipal wastewater facilities, regardless of the facility's nutrient removal treatment level

Eligibility for the new funding requires the household to be located in a Department-defined low-income area, have household income up to $300,000 per year, and be located adjacent to an existing sewer main

Funding covers connection costs including payment of principal (but not interest) on debt issued by local governments for such connections

Establishes this as a third funding priority tier for owners with household income up to $300,000, after existing priorities for nitrogen removal technology upgrades

Takes effect October 1, 2025
