Requires the Administrative Office of the Courts to submit an annual report to the General Assembly on the Maryland Judicial Public Text Messaging System, beginning December 1, 2025

Report must include usage statistics for the prior fiscal year: number of individuals who requested or declined notifications, total notifications sent, and notifications that failed to deliver

Report must track notification timing, specifically how many were sent at least 7 days before a proceeding versus 6 or fewer days before

Requires comparison of failure-to-appear rates between system participants and those who declined participation

Report must also include future plans for development, expansion, and implementation of the text messaging system

Effective date: July 1, 2025
