Clarifies that "spouse" includes a former spouse for purposes of the spousal confidential communication privilege under Maryland Courts and Judicial Proceedings Section 9-105

Creates an exception allowing a spouse who is an alleged victim to voluntarily disclose confidential marital communications in criminal cases where one spouse is charged with a crime against the other

Preserves spousal autonomy by specifying that a spouse may not be compelled to testify about confidential communications, even when eligible to do so voluntarily

Takes effect October 1, 2025
