Allows disclosure of adult protective services information to state, local, or federal government officers conducting official investigations when the information is relevant to the investigation

Expands the definition of "health practitioner" for mandatory reporting purposes to include emergency medical services providers, excluding emergency medical dispatchers (effective July 1, 2026)

Authorizes mandatory reporters to file reports of suspected abuse, neglect, self-neglect, or exploitation of vulnerable adults by calling the statewide reporting hotline, in addition to existing methods

Permits disclosure of a reporter's identity when the disclosure complies with the Human Services Article confidentiality exceptions, adding to existing allowances for consent or court order

Takes effect October 1, 2025, with the EMS provider provision taking effect July 1, 2026; approved by Governor Wes Moore on April 8, 2025
