Establishes the Reservoir Augmentation Program in the Maryland Department of the Environment, requiring permits for the planned placement of reclaimed (treated) water into surface water reservoirs used as drinking water sources

Permits may be issued for up to 5 years if treatment processes meet Department standards before water enters the reservoir and distribution system, and applicants grant inspection access

Applications must include a feasibility study with technical analysis, cost comparisons, and alternative options, except for projects previously approved under the Indirect Potable Reuse Pilot Program

Department must adopt regulations setting reservoir augmentation standards and application fees designed to cover program administration costs; all revenues go to a special fund for program operation and oversight

Extends the Indirect Potable Reuse Pilot Program from June 30, 2028 to June 30, 2030, and requires Department reports on implementation by December 31, 2029 (pilot program) and December 31, 2035 (reservoir augmentation program, then every 5 years)
