Repeals the authority to issue and execute no-knock search warrants in Maryland, requiring law enforcement officers to announce their purpose and authority before entering any premises under a search warrant

Restricts search warrant execution to between 8:00 a.m. and 7:00 p.m., with no exceptions for exigent circumstances as previously allowed for no-knock warrants

Requires officers to allow a minimum of 20 seconds for occupants to respond before attempting entry, absent exigent circumstances

Prohibits use of flashbang, stun, distraction, or similar military-style devices when executing search warrants, except in exigent circumstances

Updates law enforcement reporting requirements to the Governor's Office of Crime Prevention and Policy by removing no-knock warrant-specific data categories; effective October 1, 2025
