Creates a new felony offense for knowingly and willfully taking mail or packages delivered to another person without permission, with intent to deprive the owner of the item

Defines "mail or package" as items delivered or left for collection by USPS or any delivery service company that delivers tangible personal property

Requires courts to order convicted offenders to either restore the stolen mail/package to the intended recipient or pay restitution for its value

Imposes enhanced penalties for third or subsequent offenses: imprisonment of 6 months to 3 years, a fine up to $1,500, or both

Allows courts to order substance use disorder evaluation and treatment as a sentencing condition for third or subsequent convictions

Takes effect October 1, 2025
