Clarifies that only fees due to the State from electronic procurement transactions must be deposited into the Operations Revenue Fund, excluding fees owed to third-party vendors

Amends Section 13–226 of the State Finance and Procurement Article of the Maryland Annotated Code

Procurement units and private contractors may charge reasonable fees to bidders, proposers, or contract awardees for electronic procurement services, subject to Chief Procurement Officer approval

Board of Public Works approval is required before any fee may be charged under this section

Effective June 1, 2025; approved by Governor Wes Moore on April 8, 2025
