Removes the June 30, 2026 sunset date for the State-Based Young Adult Health Insurance Subsidies Pilot Program, making it permanent and renaming it the State-Based Young Adult Health Insurance Subsidies Program

Changes the Maryland Health Benefit Exchange's authority from mandatory ("shall") to permissive ("may") regarding establishment and implementation of the program

Prohibits the Exchange from implementing the program in calendar years when funds from the insurance assessment under § 6-102.1 are not available

Program targets young adults ages 18-40 with incomes between 133% and 400% of the federal poverty level to reduce health insurance costs in the individual market

Effective July 1, 2025, as approved by Governor Wes Moore on May 20, 2025
