Maryland Higher Education Commission must collect parental status data from all public higher education institutions in the state

Public institutions must add questions to demographic forms asking students whether they are parents, acting as parents, or legal guardians; the ages of children in their care; and whether they are single parents or share caregiving responsibilities

Commission must adopt regulations establishing common format and timeframes for data collection and reporting across institutions

Annual report summarizing collected parental status data due to Senate Budget and Taxation Committee, Senate Education Committee, and House Appropriations Committee by September 1, 2026, and each September 1 thereafter

Effective date: July 1, 2025
