Creates a new misdemeanor offense for intentionally preventing another person from entering or exiting a religious facility by physically detaining, obstructing, impeding, or hindering their passage

Defines "religious facility" broadly to include places of worship, cemeteries, religious schools, educational facilities, community centers, and adjacent grounds

Violation is punishable by up to 90 days imprisonment, a fine up to $1,000, or both

Exempts chief executive officers of religious facilities, their designees, facility agents, and law enforcement officers from the prohibition

Protects speech activities and takes effect October 1, 2025
