Manufacturers of powered wheelchairs must provide documentation, parts, embedded software, firmware, and tools to independent repair providers and owners on fair and reasonable terms for performing repairs

Coverage is limited to specific components including batteries, battery chargers, nonprogrammable joysticks, wheel assemblies, anti-tip devices, armrests (excluding positioning components), caster spheres, cosmetic shrouding, and nonpowered leg lowerers

Manufacturers must provide security lock reset tools when locks are disabled during repairs, and may use secure release systems for distribution

Violations constitute unfair, abusive, or deceptive trade practices under Maryland's Consumer Protection Act, subject to existing enforcement and penalty provisions

Manufacturers are not liable for faulty repairs by independent providers, and the law applies prospectively only to contracts executed after October 1, 2025
