Renames the Governor's Volunteer Council to the Governor's Commission on Service and Volunteerism and moves the Governor's Office on Service and Volunteerism from the Governor's Office of Community Initiatives to the Department of Service and Civic Innovation

Changes participant compensation from a flat $15/hour minimum to the applicable county or state minimum wage, whichever is greater, and makes the $6,000 program completion award mandatory as a cash stipend rather than an optional 529 education account deposit

Revises Young Adult Service Year Option Pathway eligibility to require applicants be Maryland residents aged 18-24 who have graduated high school, removing the previous requirement to apply within 3 years of graduation

Adds Maryland residency and minimum age of 18 as explicit requirements for the Maryland Service Year Option Pathway, which previously only required interest in public service

Repeals the Executive Fellows Program and consolidates annual reporting requirements so MSY Pathway Fund information is included in the YA Pathway Fund report beginning fiscal year 2026
