Establishes a Workgroup on Newborn Home Visiting Services in Maryland, effective July 1, 2025, with a sunset date of June 30, 2026

Workgroup membership includes one State Senator, one Delegate, the Secretary of Health, and Governor-appointed representatives from hospitals, insurance carriers, nurses, pediatricians, obstetricians, midwives, local health departments, and home visiting program organizations

Workgroup must compile data on existing home visiting programs, compare them to evidence-based models, identify service gaps, and assess workforce needs including cultural competency issues

Workgroup required to identify potential funding sources to address service gaps and opportunities to align existing programs with evidence-based universal nurse home visiting models

Final report with findings and recommendations due to the Governor and General Assembly by December 31, 2025
