Establishes $250,000 in annual supplemental local impact aid from Racetrax lottery game proceeds to Anne Arundel County, Howard County, and the City of Laurel, distributed proportionally based on existing racing-day payment formulas

Funds must support communities surrounding Laurel Race Course through health and mental health services, counseling, drug and alcohol addiction programs, social services, nutrition and wellness programs, and transportation to off-site services

Anne Arundel County must distribute its share as grants to nonprofit organizations with experience serving backstretch workers and that employ Spanish-speaking staff or provide translation services

Supplemental aid terminates if Laurel Race Course stops live racing/training operations or backstretch workers no longer reside on the property

Act takes effect July 1, 2025 and automatically sunsets on June 30, 2027
