Prohibits disposal of yard waste collected from State buildings and highways in single-use plastic containers, effective October 1, 2025

Requires yard waste to be collected in reusable containers or compostable paper bags

Mandates disposal at in-state organics recycling facilities, natural wood waste recycling facilities, or State facilities capable of creating mulch/soil amendments when located within 30 miles

Applies to State employees and contractors who collect yard waste from State-owned buildings, educational facilities, public transit stations, State parks, and highway lands

Exempts disposal of noxious weeds designated by the Department of Agriculture and invasive species from the requirements
