Repeals Maryland's handgun permit system (Sections 5-301 through 5-314 of the Public Safety Article), eliminating the requirement to obtain a permit before carrying, wearing, or transporting a handgun

Allows individuals aged 21 and older to carry handguns openly or concealed without a permit; persons under 21 remain prohibited from wearing, carrying, or transporting handguns

Maintains prohibition on carrying handguns on public school property and carrying with deliberate intent to injure or kill another person, regardless of age

Creates new criminal offense for carrying a handgun while under the influence of alcohol or drugs, punishable by up to 1 year imprisonment and/or $1,000 fine

Takes effect October 1, 2025
