Applicants for roadside tree removal permits must notify all owners of abutting and adjacent properties, as well as governing bodies of common ownership communities controlling the land where the tree is located

Notice must be sent by certified mail, return receipt requested, and include either a copy of the application or information on how to access it electronically

Properties separated from the application site by a highway or public right-of-way are considered abutting and adjacent for notification purposes

Existing penalties remain in place: up to $2,000 for first offense and up to $5,000 for subsequent offenses for unauthorized tree removal or failure to obtain a permit
